This week on our program, we answer a question from Japan. A listener named Maki would like to know if the test known as the TOEIC is popular in the United States. \r

TOEIC is the Test of English for International Communication. \r
\r
It measures the ability of people to communicate in the workplace using everyday English. \r
\r
The Educational Testing Service in Princeton, New Jersey, develops and administers the TOEIC. It says more than nine thousand organizations use the test in more than ninety countries. \r
\r
Each year the TOEIC is taken in the United States about twenty thousand times. \r
\r
So how popular does that make it? Well, consider that last year the test was given more than five million times worldwide.\r
\r
Non-native English speakers take the test to demonstrate their English skills when seeking a new job or a promotion. Some organizations use the TOEIC to measure progress in English training programs and as a placement test. The cost of the test is set locally in each country. \r
\r
The TOEIC is really two tests. People can take one or both of them. One is a paper-and-pencil test. \r
\r
It measures listening and reading skills. The other test is given on a computer. It measures speaking and writing skills. \r
\r
Eleven questions on the computer test require speaking. For example, the test taker is asked to read out loud or describe a picture. \r
\r
Eight other questions require written answers, including an opinion essay. We visited the ETS Web site for more information about the TOEIC. But one of the first things we saw was a warning about a \”phishing scam.\” A phishing scam is a kind of crime that uses e-mail to trick people into providing financial or other personal information. In this case the e-mails claim to be from the Educational Testing Service.\r

Spokeswoman Christine Betaneli advises people taking the TOEIC to be suspicious of any e-mails claiming to be from ETS. They should be especially suspicious of messages that ask for information that they have already provided for the test. \r

The spokeswoman says if you get an e-mail you are not sure about, forward it or send a separate message to [email protected].\r

Regular Game Interruptions

The basic rules of volleyball allow for regular game interruptions such as player substitutions and time-outs.

Each team is entitled to a maximum of 2 timeouts per set (game)

Interruptions may be requested by either the playing captain or coach. The request is made by showing the corresponding hand signal after the ball is whistled out of play before the whistle for the next serve.

Sequence of Interruptions – Basic Rules of Volleyball If a substitution is requested before the start of a set, it should be permitted and recorded as a regular substitution in that set.

Special three minute time-out situation – Basic Rules of Volleyball If the injured player is unable to play and a legal or exceptional substitution can’t be made, the referee must grant a special time-out of up to three minutes.

Play will resume as soon as the injured player is able to continue. In no case should the special time-out exceed three minutes. After the three minutes, the team many request a legal time-out. If after the three minutes and time-out(s) the injured player can’t continue to play, then the team is declared “incomplete”.

No player may be granted more than one three minute injury time-out during a match. If a player becomes injured to the extent that a second three minute time-out would be required, the team is declared “incomplete”.

Substitution for Expulsion or Disqualification An expelled or disqualified player must be substituted through a legal substitution. If this is not possible, the team is declared “incomplete”.

Illegal Substitution – Rules in Volleyball

Substitution rules state that a substitution is illegal if it exceeds the “Limitations of Substitutes” described above.

The following substitutes are illegal:

player not on the roster

player with an illegal number or uniform

exceeds the number of total team substitutions

player expelled or disqualified

player replaced by exceptional substitution

If an illegal sub has been made, and play has resumed, the following procedure shall apply The team is penalized with a loss of rally and the substitution is rectified.

No substitution is charged to the team player, even if required to correct the wrong entry. Any player or team substitutions charged at the time of the wrong entry shall be removed from the scoresheet as though they never occurred and

If the team at fault is receiving and discovery is after the opponents have served, all points previously scored by the offending team shall be retained. The serving team is awarded a point unless the error is discovered after the serving team has scored a point. In this case, no additional point is awarded.

If it isn’t possible to determine when the error first occurred and the offending team is serving, only the last point in that term of service will be removed.

Substitution Procedures – Rules in Volleyball Substitutions must be carried out within the substitution zone.

The substitution shall last only the time needed for recording the sub on the scoresheet, and allowing the entry and exiting of players.

At the moment of substitution request, the substituting player/players shall be near the substitution zone and ready to enter.

If a request is made for two substitutes and includes both a legal and an improper entry, the legal substitution is allowed, the improper substitution is denied and an improper request or team delay (if the team has been previously charged with an improper request) is recorded for the team.

If the incoming substitute enters the substitution zone, the action is considered a substitution request by the captain/coach. No further action by the captain/coach is required. Any significant delay by the substitutes entering the substitution zone shall result in the team being limited to one substitute.

Improper Requests – Rules in Volleyball

It is improper to request an interruption:

during a rally or at the moment of or after a whistle for serve

by a non-authorized team member

for a player substitution before the game has been resumed from a previous substitution by the same team

Delay of game is an action in a sports game in which a player or team deliberately stalls the game, usually with the intention of using the delay to its advantage. In some sports, the delay of game is considered an infraction if it is longer than that permitted according to the game’s rules, in which case a penalty can be issued. Some sports that have a delay of game penalty are American football, Canadian football, ice hockey and association football.

American [ edit ]

In American football, an offensive team is penalized five yards for delay of game if it fails to put the ball in play by either snap or free kick before the play clock expires. This time limit varies by league, and is often 25 seconds from the time the referee signals the ball ready for play. In the National Football League, it can also be 40 seconds from the end of the previous down, depending on the circumstances at the time. Also, the defensive team can be given the same penalty if, after a play has ended, they fail to quickly yield the ball to officials, prevent a player on the offense from getting up, or kick the ball.

Canadian [ edit ]

In Canadian football, the term “delay of game” is used for a different type of foul. On kickoffs, it can be called against the kicking team for failure to put the ball in play within 20 seconds of the referee’s signal. At other times in the game, it can be called against the defensive team for interference with the placement of the ball after it is declared in play by the referee. In both cases, the penalty is 10 yards from the previous spot.[1]

The foul known as “delay of game” in American football is called “time count” in Canada. It is generally identical to the American foul, with two important exceptions. First, Canadian football only allows the offensive team 20 seconds from the referee’s signal to put the ball in play, as opposed to the longer periods allowed in the American code. Second, the penalty, which is identical to that in the American code during most of the game, including convert attempts at any time, is dramatically different after the Canadian code’s three-minute warning near the end of each half. After the three-minute warning, the base penalty becomes loss of down on first or second down, instead of the regular 5 yards. On third down (the final down that the offensive side has to gain a first down), the penalty becomes 10 yards with the down repeated. The referee also has the right to give possession to the defensive team if he deems repeated time count violations on third down to be deliberate.[2]

Any player who the referee adjuges to be delaying the restart of the game to gain an unfair advantage is cautioned and may be shown a yellow card. Common strategies include delaying the taking of a goal kick or free kick, or taking excessive time to leave or enter the field of play during a substitution.

Ice hockey [ edit ]

A player who shoots the puck directly (that is, without a deflection off the glass or another player or stick) over the glass and out of play from his defensive zone or in the neutral zone, whether intentional or not, is charged with a minor penalty (two minutes).

A player who intentionally removes his own goal from its moorings is charged with a minor penalty (two minutes).

Also, in leagues utilizing the trapezoid behind the net, if the goaltender plays the puck in the outside corners of the area, he is charged with a delay of game.

Bowling [ edit ]

In the Professional Bowlers Association tour events, a 25-second shot clock is used for televised events. The clock starts when the bowler picks up his ball on the first ball of a frame, or when it exits the automatic ball return on all other balls. If the bowler fails to release the ball before the clock expires, he is warned on the first offense and charged with a minor penalty ($50 fine) on subsequent offenses in the same tournament.[3]

Baseball [ edit ]

MLB rule 8.04 requires that, “when the bases are unoccupied, the pitcher shall deliver the ball to the batter within 12 seconds after he receives the ball. Each time the pitcher delays the game by violating this rule, the umpire shall call “Ball”. The 12-second timing starts when the pitcher is in possession of the ball and the batter is in the box, alert to the pitcher. The timing stops when the pitcher releases the ball.”[4] This rule, however, is virtually ignored completely.[5]

In 2010, the Southeastern Conference began enforcing a 20-second pitch clock when the bases are empty, and the rule was adopted by the NCAA in 2011. A warning is given for the first violation, and subsequent violations by a pitcher result in an automatic ball. If the batter causes the 20-second violation, an automatic strike is assessed. The clock will be visible.[6] The pitch clock was used in the Double-A and Triple-A levels of Minor League Baseball beginning in the 2015 season.[7]

Basketball [ edit ]

“Delay of game” is a violation in basketball. FIBA, NBA and U.S. NCAA have provisions on delays of game, with the first violation being a warning, and the succeeding violations are assessed as technical fouls. FIBA’s rules on delaying the game are for deliberately touching the ball after it passes through the basket or by preventing a throw-in from being taken promptly. The NBA’s delay of game violations include preventing the ball from being promptly put into play during throw-ins, including a player touching the ball or a defender crossing the boundary line prior to the throw-in, players or other non-players interfering with the ball when it crosses the boundary line, and entering the court with an untucked shirt. The NCAA’s rules include provisions on teams that fail to be ready at the start of every quarter or at the end of time outs.

Aside from a technical foul, the shot clock is reset to 14 seconds or remains the same, whichever is greater, if the defensive team is the violator; if the offensive team is assessed with the violation, no change in timing will be given. In the NBA, if the delay of game occurred in the last two minutes of the fourth quarter or overtime, a technical foul will be assessed if a player crosses the boundary line prior to a throw-in.

In the NBA, no ejection of a player or coach can result from a delay of game violation. FIBA and U.S. NCAA, however, will disqualify a player or coach for two technical fouls.

In the PBA, the first violation for a delay of game would result in a warning regardless if it happens during the last 2 minutes of the game. The violation is commonly used during throw-ins of close games in order to “peek” at the play or rotation the opposing team is planning to execute.

In limited overs cricket, teams are fined if they do not deliver a certain number of legal balls within a given time span. In addition, the umpires can give 5 penalty runs to either team if they think the other team is wasting time.

Quiz bowl [ edit ]

In quiz bowl, players buzzing in on a tossup question must say their answer within a short time, usually five seconds. Taking longer than five seconds is called stalling, and typically is treated as if the player gave the wrong answer. This usually implies that the team will be negged (five points taken from the score in NAQT format) and the other team has the opportunity to answer the question while the stalling team is locked out.

SECTION 5 BENCH TECHNICAL

The head coach is responsible for his/her own conduct and behavior, as well as substitutes, disqualified team members and all other bench personnel. Bench personnel, including the head coach, must not:

ART. 1 . . . Commit an unsporting foul. This includes, but is not limited to, acts or conduct such as:

a. Disrespectfully addressing an official.

b. Attempting to influence an official’s decision.

c. Using profane or inappropriate language or obscene gestures.

d. Disrespectfully addressing, baiting or taunting an opponent.

NOTE: The NFHS disapproves of any form of taunting which is intended or designed to embarrass, ridicule or demean others under any circumstances including on the basis of race, religion, gender or national origin.

e. Objecting to an official’s decision by rising from the bench or using gestures.

f. Inciting undesirable crowd reactions.

g. Being charged with fighting.

h. Removing the jersey and/or pants/skirt within the visual confines of the playing area.

i. Grasping either basket except to prevent injury; dunking or attempting to dunk or stuff a dead ball.

ART. 2 . . . Enter the court unless by permission of an official to attend an injured player.

ART. 3 . . . Use alcohol, or any form of tobacco product (e-cigarette or similar items) beginning with arrival at the competition site until departure following the completion of the contest.

ART. 4 . . . Stand at the team bench while the clock is running or is stopped, and must remain seated, except:

a. The head coach as in 10-6-1.

b. When a team member is reporting to the scorer’s table.

c. During a charged time-out, as in 5-11, or the intermission between quarters and extra periods.

d. To spontaneously react to an outstanding play by a team member or to acknowledge a replaced player(s), but must immediately return to his/her seat.

PENALTY: (Arts. 1a, b, d, e, f, 2, 4) The officials must warn the head coach unless the offense is judge to be major, in which case a technical foul must be ruled. (Arts. 1, 2, 3, 4) Two free throws plus the ball for a division-line throwin. If the head coach is the offender, the foul is charged directly to him/her. The foul is charged to the offender (if not the head coach) and also charged indirectly to the head coach. (Art. 1g) Flagrant foul, the offender is disqualified. If the offender is bench personnel, each foul is also charged indirectly to the head coach.

ART. 5 . . . Leave the confines of the bench during a fight or when a fight may occur.

NOTE: The head coach and any number of assistant coaches may enter the court in the situation where a fight may break out – or has broken out – to prevent the situation from escalating.

PENALTY: (Art. 5) Flagrant foul, disqualification of individual offender, but only one technical-foul penalty is administered regardless of the number of offenders. This one foul is also charged indirectly to the head coach. If the head coach is an offender, an additional flagrant technical foul is charged directly to the coach and penalized. When a simultaneous technical foul(s) by opponents occurs, the free throws are not awarded when the penalties offset.

NOTE: A single flagrant foul or the second technical foul charged to any bench personnel, other than the head coach, results in disqualification of the offender. A single flagrant foul, the second direct technical foul or the third technical (any combination of direct or indirect) charged to the head coach results in disqualification and ejection. Ejected adult bench personnel must leave the vicinity (out of sight and sound) of the playing area immediately and are prohibited from any further contact (direct or indirect) with the team during the remainder of the game. Failure to comply with the rules of ejection may result in the game being forfeited.

RULE 4 – SECTION 47 WARNING FOR DELAY

A warning to a team for delay is an administrative procedure by an official which is recorded in the scorebook by the scorer and reported to the head coach:

ART. 1 . . . For throw-in plane violations, as in 9-2-10, 10-2-1c.

ART. 2 . . . For huddle by either team and contact with the free thrower, as in 10-2-1d.

ART. 3 . . . For interfering with the ball following a goal as in 10-2-1e.

ART. 4 . . . For failure to have the court ready for play following any timeout as in 10-2-1f.

Basic Rules of Volleyball for Delays

Basic Rules of Volleyball Regular Game Interruptions The basic rules of volleyball allow for regular game interruptions such as player substitutions and time-outs. Each team is entitled to a maximum of 2 timeouts per set (game) Interruptions may be requested by either the playing captain or coach. The request is made by showing the corresponding hand signal after the ball is whistled out of play before the whistle for the next serve. Sequence of Interruptions – Basic Rules of Volleyball If a substitution is requested before the start of a set, it should be permitted and recorded as a regular substitution in that set. A request for a time-out may be followed by another request for a time-out and a request for a player substitution may be followed by a request for a player substitution of the opposing team without resuming the game. However, a team may not make consecutive requests for player substitutions during the same interruption. A subsequent request by the same team during the same interruption will result in an improper request. Time Outs – Basic Rules of Volleyball All time-outs that are requested last 30 seconds. During time-outs the players in the game must go to the free zone near their bench. Players may remain on the court or go to the free zone near their team bench. Any team member listed on the roster may participate in the time-out. Coaches and non-playing team members may not enter the court. Referees may direct teams to move to the free zone near their team bench for administrative purposes. Teams may return to the court when permitted by the referees. A substitution requires the referees authorization A substitution is the act by which a player, after being recorded by the scorer, enters the game for another player. The substitute occupies the position of the player they are replacing who must then leave the court. Limitations of Substitutes – Rules in Volleyball One or more players may be substituted at the same time. Twelve substitutions are the maximum permitted per team per set. Substitution of one or more players is permitted at the same time. A player in the starting line-up may leave the set and re-enter, but only in his/her previous position in the line-up he/she first entered. Unlimited individual entries by a substitute within the team’s allowable 12 subs are permitted. Each entry must be to the same position in the line-up. More than one substitute may enter the game in each position. The sanction for a wrong position entry is an improper request. Exceptional Substitutions – Basic Rules of Volleyball An injured player, except the libero, who can’t continue playing, should be substituted legally. If this is not possible the team is entitled to make an exceptional substitution. An exceptional substitution means that any player that isn’t on the court at the time of the injury, except the libero or his/her replacement player, may substitute into the game for the injured player. The substituted injured player isn’t allowed to re-enter the match. An exceptional sub can’t be counted in any case as a normal substitution. Order of Priority for the Exceptional Substitution… by the starter or substitute who has played in the position of the injured player, or by any substitute who has not already participated in the set by any substitute on the bench, regardless of the position previously played by any other substitute by the libero player Special three minute time-out situation – Basic Rules of Volleyball If the injured player is unable to play and a legal or exceptional substitution can’t be made, the referee must grant a special time-out of up to three minutes. Play will resume as soon as the injured player is able to continue. In no case should the special time-out exceed three minutes. After the three minutes, the team many request a legal time-out. If after the three minutes and time-out(s) the injured player can’t continue to play, then the team is declared “incomplete”. No player may be granted more than one three minute injury time-out during a match. If a player becomes injured to the extent that a second three minute time-out would be required, the team is declared “incomplete”. Substitution for Expulsion or Disqualification An expelled or disqualified player must be substituted through a legal substitution. If this is not possible, the team is declared “incomplete”. Illegal Substitution – Rules in Volleyball Substitution rules state that a substitution is illegal if it exceeds the “Limitations of Substitutes” described above. The following substitutes are illegal: player not on the roster player with an illegal number or uniform exceeds the number of total team substitutions player expelled or disqualified player replaced by exceptional substitution If an illegal sub has been made, and play has resumed, the following procedure shall apply The team is penalized with a loss of rally and the substitution is rectified. No substitution is charged to the team player, even if required to correct the wrong entry. Any player or team substitutions charged at the time of the wrong entry shall be removed from the scoresheet as though they never occurred and If the team at fault is receiving and discovery is after the opponents have served, all points previously scored by the offending team shall be retained. The serving team is awarded a point unless the error is discovered after the serving team has scored a point. In this case, no additional point is awarded. If it isn’t possible to determine when the error first occurred and the offending team is serving, only the last point in that term of service will be removed. Substitution Procedures – Rules in Volleyball Substitutions must be carried out within the substitution zone. The substitution shall last only the time needed for recording the sub on the scoresheet, and allowing the entry and exiting of players. At the moment of substitution request, the substituting player/players shall be near the substitution zone and ready to enter. If a request is made for two substitutes and includes both a legal and an improper entry, the legal substitution is allowed, the improper substitution is denied and an improper request or team delay (if the team has been previously charged with an improper request) is recorded for the team. If the incoming substitute enters the substitution zone, the action is considered a substitution request by the captain/coach. No further action by the captain/coach is required. Any significant delay by the substitutes entering the substitution zone shall result in the team being limited to one substitute. Improper Requests – Rules in Volleyball It is improper to request an interruption: during a rally or at the moment of or after a whistle for serve by a non-authorized team member for a player substitution before the game has been resumed from a previous substitution by the same team after having exhausted the authorized the number of time-outs and player substitutions The first improper request in the match that doesn’t affect or delay the game shall be rejected without any other consequences. If a change in request is due to a referees mind change, the request will be honored and no sanction given. A repeated improper request in the match constitutes a delay. An improper request includes a player substitution that would result in a wrong position entry. Improper requests remain enforce for the duration of the match. A request for 1st or 2nd time-out may be honored immediately subsequent to an improper request for substitution because of wrong player or excessive team substitution. A proper request for substitution may be honored immediately subsequent to an improper request for time-out. Game Delays Types of Delays – Basic Rules of Volleyball An improper action of a team that defers resumption of the game is a delay and includes: delaying a substitution prolonging other interruptions, after having been instructed to resume the game requesting an illegal substitution repeating an improper request delaying the game by a team member A delay in substitution results in refusing request for the substitution. No additional substitution requests from that team may be made until the next interval when the ball is out of play. Delay Sanctions – Rules in Volleyball “Delay Warning” and “Delay Penalty” are team sanctions. Delay sanctions remain in force for the entire match. All delay sanctions are recorded on the scoresheet. The first delay in a match by a team member is sanctioned with a “delay warning”. The second and subsequent delays of any type by any member of the same team in the same match constitute a fault and are sanctioned with a “delay penalty” – loss of rally. Delay sanctions imposed before or between sets are applied in the following set. Exceptional Game Interruptions Injury – Basic Rules of Volleyball If a serious injury was to happen while the ball is in play, the referee must stop play immediately and permit medical assistance to enter the court. The rally is then replayed. If an injured player can’t be substituted legally or exceptionally, the player is given a three minute recovery time, but not more than once for the same player in the same match. If the player doesn’t recover, the team is declared “incomplete”. External Interference – Basic Rules of Volleyball If there’s any external interference during the game, play is stopped and the rally is replayed. Prolonged Interruptions – Basic Rules of Volleyball If unforeseen circumstances interrupt the match, the referee, organizer, and control committee decide the measures to be taken to re-establish normal playing conditions. If one or several interruptions occur, not exceeding more than 4 hours in total length: if the match is resumed on the same playing court, the interrupted set shall continue normally with the same score, players, and positions. The sets (games) already played will keep their scores. if the match is resumed on another playing court, the interrupted set is cancelled and replayed with the same team members and the same starting line-ups. The sets already played will keep their scores. if one or several interruptions occur exceeding 4 hours in total length, the whole match is replayed. During this time period, change of courts and line-up registrations of the teams on the scoresheet are made. Time-based penalty in sports For delay caused by rain, see Rainout (sports) Delay of game is an action in a sports game in which a player or team deliberately stalls the game, usually with the intention of using the delay to its advantage. In some sports, the delay of game is considered an infraction if it is longer than that permitted according to the game’s rules, in which case a penalty can be issued. Some sports that have a delay of game penalty are American football, Canadian football, ice hockey and association football. American [ edit ] In American football, an offensive team is penalized five yards for delay of game if it fails to put the ball in play by either snap or free kick before the play clock expires. This time limit varies by league, and is often 25 seconds from the time the referee signals the ball ready for play. In the National Football League, it can also be 40 seconds from the end of the previous down, depending on the circumstances at the time. Also, the defensive team can be given the same penalty if, after a play has ended, they fail to quickly yield the ball to officials, prevent a player on the offense from getting up, or kick the ball. Canadian [ edit ] In Canadian football, the term “delay of game” is used for a different type of foul. On kickoffs, it can be called against the kicking team for failure to put the ball in play within 20 seconds of the referee’s signal. At other times in the game, it can be called against the defensive team for interference with the placement of the ball after it is declared in play by the referee. In both cases, the penalty is 10 yards from the previous spot.[1] The foul known as “delay of game” in American football is called “time count” in Canada. It is generally identical to the American foul, with two important exceptions. First, Canadian football only allows the offensive team 20 seconds from the referee’s signal to put the ball in play, as opposed to the longer periods allowed in the American code. Second, the penalty, which is identical to that in the American code during most of the game, including convert attempts at any time, is dramatically different after the Canadian code’s three-minute warning near the end of each half. After the three-minute warning, the base penalty becomes loss of down on first or second down, instead of the regular 5 yards. On third down (the final down that the offensive side has to gain a first down), the penalty becomes 10 yards with the down repeated. The referee also has the right to give possession to the defensive team if he deems repeated time count violations on third down to be deliberate.[2] Any player who the referee adjuges to be delaying the restart of the game to gain an unfair advantage is cautioned and may be shown a yellow card. Common strategies include delaying the taking of a goal kick or free kick, or taking excessive time to leave or enter the field of play during a substitution. Ice hockey [ edit ] A player who shoots the puck directly (that is, without a deflection off the glass or another player or stick) over the glass and out of play from his defensive zone or in the neutral zone, whether intentional or not, is charged with a minor penalty (two minutes). A player who intentionally removes his own goal from its moorings is charged with a minor penalty (two minutes). Also, in leagues utilizing the trapezoid behind the net, if the goaltender plays the puck in the outside corners of the area, he is charged with a delay of game. Bowling [ edit ] In the Professional Bowlers Association tour events, a 25-second shot clock is used for televised events. The clock starts when the bowler picks up his ball on the first ball of a frame, or when it exits the automatic ball return on all other balls. If the bowler fails to release the ball before the clock expires, he is warned on the first offense and charged with a minor penalty ($50 fine) on subsequent offenses in the same tournament.[3] Baseball [ edit ] MLB rule 8.04 requires that, “when the bases are unoccupied, the pitcher shall deliver the ball to the batter within 12 seconds after he receives the ball. Each time the pitcher delays the game by violating this rule, the umpire shall call “Ball”. The 12-second timing starts when the pitcher is in possession of the ball and the batter is in the box, alert to the pitcher. The timing stops when the pitcher releases the ball.”[4] This rule, however, is virtually ignored completely.[5] In 2010, the Southeastern Conference began enforcing a 20-second pitch clock when the bases are empty, and the rule was adopted by the NCAA in 2011. A warning is given for the first violation, and subsequent violations by a pitcher result in an automatic ball. If the batter causes the 20-second violation, an automatic strike is assessed. The clock will be visible.[6] The pitch clock was used in the Double-A and Triple-A levels of Minor League Baseball beginning in the 2015 season.[7] Basketball [ edit ] “Delay of game” is a violation in basketball. FIBA, NBA and U.S. NCAA have provisions on delays of game, with the first violation being a warning, and the succeeding violations are assessed as technical fouls. FIBA’s rules on delaying the game are for deliberately touching the ball after it passes through the basket or by preventing a throw-in from being taken promptly. The NBA’s delay of game violations include preventing the ball from being promptly put into play during throw-ins, including a player touching the ball or a defender crossing the boundary line prior to the throw-in, players or other non-players interfering with the ball when it crosses the boundary line, and entering the court with an untucked shirt. The NCAA’s rules include provisions on teams that fail to be ready at the start of every quarter or at the end of time outs. Aside from a technical foul, the shot clock is reset to 14 seconds or remains the same, whichever is greater, if the defensive team is the violator; if the offensive team is assessed with the violation, no change in timing will be given. In the NBA, if the delay of game occurred in the last two minutes of the fourth quarter or overtime, a technical foul will be assessed if a player crosses the boundary line prior to a throw-in. This one foul is also charged indirectly to the head coach. If the head coach is an offender, an additional flagrant technical foul is charged directly to the coach and penalized. When a simultaneous technical foul(s) by opponents occurs, the free throws are not awarded when the penalties offset.

NOTE: A single flagrant foul or the second technical foul charged to any bench personnel, other than the head coach, results in disqualification of the offender. A single flagrant foul, the second direct technical foul or the third technical (any combination of direct or indirect) charged to the head coach results in disqualification and ejection. Ejected adult bench personnel shall leave the vicinity (out of sight and sound) of the playing area immediately and are prohibited from any further contact (direct or indirect) with the team during the remainder of the game. Failure to comply with the rules of ejection may result in the game being forfeited.

COMMENT: In situations with the clock running and five or less seconds left in the game, a throw-in plane violation or interfering with the ball following a goal should be ignored if its only purpose is to stop the clock. However, if the tactic in any way interferes with the thrower’s efforts to make a throw-in, a technical foul for delay shall be called even though no previous warning has been issued. In this situation, if the official stopped the clock and issued a team warning, it would allow the team to benefit from the tactic.
