ឯកឧត្តម Lee Kun-Ki អនុរដ្ឋមន្ត្រីក្រសួងដែនដី ហេដ្ឋារចនាសម្ព័ន្ធ និងដឹកជញ្ជូន(MOLIT) និងជា ប្រធានសមាគមICAK បានសម្តែងនូវការប្តេជ្ញាចិត្តរបស់ខ្លួនក្នុងការគាំទ្រដល់សន្និសីទនេះ ពីព្រោះ ICAK គឺស្ពានដ៏សំខាន់សម្រាប់តភ្ជាប់រវាងក្រុមហ៊ុនជាសមាជិកក្នុងវិស័យឯកជន និងរដ្ឋាភិបាលកូរ៉េ។
ក្នុងនាមក្រសួងដែនដី ហេដ្ឋារចនាសម្ព័ន្ធ និងដឹកជញ្ជូន ឯកឧត្តមអនុរដ្ឋមន្ត្រី Son Byeong Suk បានសង្កត់ធ្ងន់អំពីសារៈសំខាន់នៃការតភ្ជាប់ហេដ្ឋារចនាសម្ព័ន្ធ ក្នុងការបង្កើតការងារធ្វើ និងឱកាស អភិវឌ្ឍធនធានឱ្យមានសក្ដានុពលពេញលេញ។
លើសពីនេះទៀត ការប្រើប្រាស់បច្ចេកវិទ្យាកម្រិត ខ្ពស់នឹងជួយប្រទេសក្នុងការកសាង “ទីក្រុងឆ្លាតវៃ” ។
ដោយគូសបញ្ជាក់ពីសារៈសំខាន់នៃការតភ្ជាប់ហេដ្ឋារចនាសម្ព័ន្ធ ឯកឧត្ដមអនុរដ្ឋមន្រ្តីបានចង្អុលបង្ហាញ ថា៖ សាធារណរដ្ឋកូរ៉េបច្ចុប្បន្នមានផ្លូវល្បឿនលឿនប្រមាណជាង១០ ០០០ គីឡូម៉ែត្រ នៅពេលដែល ប្រទេសនេះបានឈានចូលដំណាក់កាលបដិវត្តន៍ឧស្សាហកម្មទី៤ ។
ប្រទេសកូរ៉េបានសម្តែងការប្តេជ្ញាចិត្តរបស់ខ្លួនក្នុងការបន្តរួមចំណែកដល់ការកសាងហេដ្ឋារចនាសម្ព័ន្ធនៅក្រៅប្រទេស ដែលអាចផ្តល់អត្ថប្រយោជន៍ដល់មនុស្សគ្រប់រូបនៅក្នុងតំបន់ និងពិភពលោក។
នៅក្នុងអង្គសន្និសីទនេះដែរ គណៈប្រតិភូក្រសួងសាធារណការ និងដឹកជញ្ជូនកម្ពុជា បានចូលរួមយ៉ាង សកម្មនៅក្នុងសិក្ខាសាលាស្តីពីគម្រោងជាច្រើន រួមទាំង៖សិក្ខាសាលាស្តីពី៖ «ប្រព័ន្ធលូបង្ហូរទឹកកខ្វក់ក្នុង ទីក្រុងកម្ពុជា»ផងដែរ។
សន្និសីទស្តីពីកិច្ចសហប្រតិបត្តិការហេដ្ឋារចនាសម្ព័ន្ធសាកលត្រូវបានបង្កើតឡើងដើម្បីធ្វើឱ្យប្រសើរឡើង ដល់ការតភ្ជាប់អាស៊ានតាមរយៈការគាំទ្រដល់ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធគ្រប់វិស័យក្នុងតំបន់ ដែលបាន រៀបចំឡើងជារៀងរាល់ឆ្នាំចាប់តាំងពីឆ្នាំ២០១៣មកម៉្លេះ។
សន្និសីទនេះ ធ្វើឡើងក្នុងគោលបំណងលើកកម្ពស់កិច្ចសហប្រតិបត្តិការហេដ្ឋារចនាសម្ព័ន្ធរវាងរាជរដ្ឋាភិបាល អតិថិជនក្រៅប្រទេសសំខាន់ៗ ធនាគារអភិវឌ្ឍន៍ពហុភាគី ក្រុមហ៊ុនសំណង់និងវិស្វកម្ម និងក្រុមហ៊ុនបរទេសជាច្រើនទៀត។

On September 18, 2018, Senior Minister Sun Chanthol, Minister of Public Works and Transport of Cambodia, participated in the GICC 2018 (Global Infrastructure Cooperation Conference) in the Republic of Korea.
This conference was jointly organized by the Republic of Korea Ministry of Foreign Affairs, and the International Contractors Association of Korea (ICAK).
H.E. Mr. Lee Kun-Ki, Vice Minister of MOLIT and Chairman of the ICAK expressed his commitment to support this conference, as ICAK is the primary link between member companies in the private sector and the Korean government.
On behalf of the Ministry of Land, Infrastructure, and Transport, Deputy Minister H.E. Son Byeong Suk, emphasized the importance of infrastructure connectivity in job creation and people development opportunities. Utilizing advanced high technology will enable a country to build a “smart city”.
Underlining the importance of infrastructure connectivity, the Deputy Minister pointed out that the Republic of Korea has currently more than 10,000 km of expressway, as the country moves into the 4th industrial revolution phase.
Korea expressed their commitment to continue to contribute to establishing an overseas infrastructure that can benefit everyone in the region and the world.
Within the Conference, the delegation from the Ministry of Public Works and Transport of Cambodia actively participated in many project seminars, including the “Cambodia Urban Sewerage System” seminar.
Held annually since 2013, The Global Infrastructure Cooperation Conference was established to improve ASEAN connectivity by supporting infrastructure development in all sectors within the region.

ដោយគូសបញ្ជាក់ពីសារៈសំខាន់នៃការតភ្ជាប់ហេដ្ឋារចនាសម្ព័ន្ធ ឯកឧត្ដមអនុរដ្ឋមន្រ្តីបានចង្អុលបង្ហាញ ថា៖ សាធារណរដ្ឋកូរ៉េបច្ចុប្បន្នមានផ្លូវល្បឿនលឿនប្រមាណជាង១០ ០០០ គីឡូម៉ែត្រ នៅពេលដែល ប្រទេសនេះបានឈានចូលដំណាក់កាលបដិវត្តន៍ឧស្សាហកម្មទី៤ ។ ប្រទេសកូរ៉េបានសម្តែងការប្តេជ្ញាចិត្តរបស់ខ្លួនក្នុងការបន្តរួមចំណែកដល់ការកសាងហេដ្ឋារចនាសម្ព័ន្ធនៅក្រៅប្រទេស ដែលអាចផ្តល់អត្ថប្រយោជន៍ដល់មនុស្សគ្រប់រូបនៅក្នុងតំបន់ និងពិភពលោក។ នៅក្នុងអង្គសន្និសីទនេះដែរ គណៈប្រតិភូក្រសួងសាធារណការ និងដឹកជញ្ជូនកម្ពុជា បានចូលរួមយ៉ាង សកម្មនៅក្នុងសិក្ខាសាលាស្តីពីគម្រោងជាច្រើន រួមទាំង៖សិក្ខាសាលាស្តីពី៖ «ប្រព័ន្ធលូបង្ហូរទឹកកខ្វក់ក្នុង ទីក្រុងកម្ពុជា»ផងដែរ។ សន្និសីទស្តីពីកិច្ចសហប្រតិបត្តិការហេដ្ឋារចនាសម្ព័ន្ធសាកលត្រូវបានបង្កើតឡើងដើម្បីធ្វើឱ្យប្រសើរឡើង ដល់ការតភ្ជាប់អាស៊ានតាមរយៈការគាំទ្រដល់ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធគ្រប់វិស័យក្នុងតំបន់ ដែលបាន រៀបចំឡើងជារៀងរាល់ឆ្នាំចាប់តាំងពីឆ្នាំ២០១៣មកម៉្លេះ។

Hernandez with Ministers/Heads of Delegations during the Opening Ceremony of the Global Infrastructure Cooperation Conference, 18 September 2018, COEX Intercontinental Hotel in Seoul. The Opening Ceremony of the Ministerial Meeting commenced with remarks by ICAK Chairman Lee Kun-Ki. Chairman Lee underscored that the 4th Industrial Revolution cannot be achieved without proper infrastructure and conveyed ROK’s keen interest to expand its presence in overseas construction markets.MOLIT Vice-Minister Son Byeong Suk, for his part, shared in his statement that the use of advanced ICT in infrastructure development is driving growth in the overseas construction market with construction automation opening a new chapter in the global construction industry.MOFA Deputy Minister for Multilateral and Global Affairs Kang Jeong-sik, meanwhile, emphasized that construction is becoming vital in inter-Korean policies and in economic cooperation overseas. Deputy Minister of Construction Nguyen Thanh Nghi attended a high-level bilateral meeting with Korea’s first Deputy Minister of Land, Infrastructure and Transport (MOLIT) – Mr. YUN Seong-won in framework of the 8th Global Infrastructure Cooperation Conference, GICC 2020, on December 7 th . Deputy Minister Nguyen Thanh Nghi attended the 8th Global Infrastructure Cooperation Conference, GICC 2020 Speaking at the Conference, Deputy Minister Nguyen Thanh Nghi highly appreciated supports of Korean MLIT leaders in promoting the cooperation between the two ministries. Despite many influences from the Covid-19 pandemic, the cooperation between the Ministry of Construction and MOLIT has continued to develop and expand. Cooperation activities are implemented in accordance with the priorities and needs of each side. At this conference, the two ministries focused on discussing smart urban development and social housing. Deputy Minister Nguyen Thanh Nghi said: “Korea is identified as one of the important partners of Vietnam to promote cooperation in the field of urban development, especially smart cities. The Ministry of Construction always supports and creates conditions for large and reputable Korean corporations such as LH, Samsung… to invest in smart urban areas in Vietnam”. K-city NetWork project is hosted by Korea; The Ministry of Construction and localities in Vietnam play a supporting role. The Vietnam-Korea Cooperation Center project on smart cities and construction technology is implemented in the period of 2021-2024. The project proposal was approved for funding by the Korean National Assembly in June 2020. Currently, the two sides are agreeing on the details of the project and completing related procedures in submitting to the competent authorities for approval. MOLIT Korea’s First Deputy Minister Yun Seong-won spoke at the Conference The Vietnamese Ministry of Construction requested the two sides to strengthen exchanges of cooperation in the two fields. The first is to support the development of legal documents and urban development; urban renewal, development of urban area projects, regulations on urban green growth, smart urban development in the form of expert assistance; training local staff, local cooperation pilot project. The second is to build models, database management tools, and assist managers in making decisions; new technologies to support urban construction and development management. In the field of social housing development, the Ministry of Construction highly appreciated MOLIT’s cooperation over the past time. Currently, with the social housing development project in Co Bi commune Gia Lam district, Hanoi city, the MoC has sent a written request to the People’s Committee of Hanoi to consider speeding up the approval progress of border line regulates planning and detailed planning tasks for projects. The ministry would also soon work with the People’s Committee of Hanoi to agree on relevant contents and report to the Prime Minister. The Ministry of Construction asked MOLIT Korea to support LH Corporation’s in cooperation with Vietnamese business to implement social housing projects and exchange experts. The Opening Ceremony of the Ministerial Meeting commenced with remarks by ICAK Chairman Lee Kun-Ki. Chairman Lee underscored that the 4th Industrial Revolution cannot be achieved without proper infrastructure and conveyed ROK’s keen interest to expand its presence in overseas construction markets.MOLIT Vice-Minister Son Byeong Suk, for his part, shared in his statement that the use of advanced ICT in infrastructure development is driving growth in the overseas construction market with construction automation opening a new chapter in the global construction industry.MOFA Deputy Minister for Multilateral and Global Affairs Kang Jeong-sik, meanwhile, emphasized that construction is becoming vital in inter-Korean policies and in economic cooperation overseas. He underscored that for the global construction industry to remain competitive, it has to address the twin challenges of climate change and the 4th Industrial Revolution. Deputy Minister Kang also expressed hope that the GICC would foster discussions on how to address the financing gap in funding infrastructure development through diversifying financing schemes.Following the Opening Ceremony, Mr. Scott Hazelton, Managing Director of HIS Markit, and Mr. Alvaro De La Maza Alba, a Spanish partner at Infra PPP World, delivered their presentations.In his presentation, Mr. Hazelton underscored that construction growth will continue to accelerate in emerging markets with Asia dominating growth opportunities. He also cited the Philippines as one of the fastest growing construction markets. Director Hazelton also stated that non-residential growth would be driven by emerging manufacturing economies. The Philippines was cited as one of the countries with promising non-residential growth.In Mr. Alba’s presentation, the Philippines was also cited as the top Asian country by number of Public-Private Partnership Infrastructure Projects for 2014-2017.Mr. Alba further mentioned opportunities for Korean construction players in large scale PPP projects in Asia. Deputy Minister of Construction Nguyen Thanh Nghi attended a high-level bilateral meeting with Korea’s first Deputy Minister of Land, Infrastructure and Transport (MOLIT) – Mr. YUN Seong-won in framework of the 8th Global Infrastructure Cooperation Conference, GICC 2020, on December 7 th .

Speaking at the Conference, Deputy Minister Nguyen Thanh Nghi highly appreciated supports of Korean MLIT leaders in promoting the cooperation between the two ministries.
Despite many influences from the Covid-19 pandemic, the cooperation between the Ministry of Construction and MOLIT has continued to develop and expand. Cooperation activities are implemented in accordance with the priorities and needs of each side.
At this conference, the two ministries focused on discussing smart urban development and social housing. Deputy Minister Nguyen Thanh Nghi said: “Korea is identified as one of the important partners of Vietnam to promote cooperation in the field of urban development, especially smart cities. The Ministry of Construction always supports and creates conditions for large and reputable Korean corporations such as LH, Samsung… to invest in smart urban areas in Vietnam”.
K-city NetWork project is hosted by Korea; The Ministry of Construction and localities in Vietnam play a supporting role. The Vietnam-Korea Cooperation Center project on smart cities and construction technology is implemented in the period of 2021-2024. The project proposal was approved for funding by the Korean National Assembly in June 2020. Currently, the two sides are agreeing on the details of the project and completing related procedures in submitting to the competent authorities for approval.
MOLIT Korea’s First Deputy Minister Yun Seong-won spoke at the Conference
The Vietnamese Ministry of Construction requested the two sides to strengthen exchanges of cooperation in the two fields. The first is to support the development of legal documents and urban development; urban renewal, development of urban area projects, regulations on urban green growth, smart urban development in the form of expert assistance; training local staff, local cooperation pilot project. The second is to build models, database management tools, and assist managers in making decisions; new technologies to support urban construction and development management.
In the field of social housing development, the Ministry of Construction highly appreciated MOLIT’s cooperation over the past time. Currently, with the social housing development project in Co Bi commune Gia Lam district, Hanoi city, the MoC has sent a written request to the People’s Committee of Hanoi to consider speeding up the approval progress of border line regulates planning and detailed planning tasks for projects. The ministry would also soon work with the People’s Committee of Hanoi to agree on relevant contents and report to the Prime Minister.
The Ministry of Construction asked MOLIT Korea to support LH Corporation’s in cooperation with Vietnamese business to implement social housing projects and exchange experts.

On behalf of the leaders of the Ministry of Construction, Deputy Minister Nguyen Thanh Nghi expressed his desire to promote the cooperation between two sides, and hoped to receive attention and support of MOLIT leaders for the contents discussed at the Conference.
First Deputy Minister MOLIT Yun Seong-won promised to actively review the proposals of the Vietnamese Ministry of Construction and reply in writing soon. Deputy Minister YUN Seong-won also pledged that the Korean side would try the best to share experiences for Vietnam, and thanked the Ministry of Construction for helping Korean businesses in Vietnam.

SEOUL 27 September 2018 – Ambassador to Korea Raul S. Hernandez represented the Philippines at the Global Infrastructure Cooperation Conference (GICC) co-hosted by Republic of Korea’s Ministry of Land, Infrastructure and Transport (MOLIT), International Contractors Association of Korea (ICAK), and the Ministry of Foreign Affairs (MOFA) at the COEX Intercontinental Hotel in Seoul on 18-20 September 2018.
ICAK Chairman Lee Kun-Ki underscored that the fourth Industrial Revolution cannot be achieved without proper infrastructure and conveyed ROK’s keen interest to expand its presence in overseas construction markets.
